o  It seems that the intent of Sections 7 and 8 would be to describe
   changes to the RFC2461/2462 processing model, but they don't
   actually contain all the changes (e.g. when receiving a
   solicitation with bogus timestamp, reply to the message but 
   don't update caches).

Jari Arkko: As a part of issue 38, my goal is to remove Sections 7 and
8 and merge the normative text to Section 5. As a result, this should
no longer be an issue.
